Paul Miller’s Law: A Victory for Public Safety, 12 Years in the MakingThis week, I stood alongside Secretary Mike Carroll of the Pennsylvania Department of Transportation (PennDOT), public safety advocates, and the Miller family to recognize the enactment of Paul Miller’s Law—Act 18 of 2024, which officially takes effect on June 5. As the prime sponsor of this legislation, it was incredibly meaningful to stand with those who helped make this moment possible. The new law prohibits drivers from holding or supporting a phone or electronic device while driving, allowing only hands-free use. It’s a commonsense, life-saving measure that will help reduce distracted driving and protect lives on Pennsylvania roads. This legislation took 12 years to get across the finish line—a reminder of the power of perseverance and what we can achieve when we prioritize public safety. The road was long, but the outcome is one that will save lives and honor the memory of Paul Miller Jr. You can watch our press conference here. New Episode of “Rosemary Responds”Each month, I take time to answer questions directly from constituents through my video series, Rosemary Responds. I receive thoughtful and important questions every day, and this series is a way to share those answers more broadly so everyone can stay informed and engaged on the issues that matter most to our community. In this episode, I answer the following questions: 00:18 – What’s the latest on Route 611 between Delaware Water Gap and Portland? 1:43 – When does Paul Miller’s Law take effect? If you have a question you’d like me to address in a future segment, I’d love to hear from you. Just email me at rbrown@pasen.gov with the subject line “Rosemary Responds” or leave a comment on the video. Addressing Childcare and Teacher ShortagesThis week, I joined local leaders, educators, and advocates at a press conference hosted by Good Start Academy to discuss the shortage of childcare providers and early childhood educators; a growing crisis impacting families across the Commonwealth. The challenges in this sector are significant, affecting not only working families but also the long-term well-being of our children and our local economy. I was grateful for the opportunity to listen to those on the front lines of this issue and engage in meaningful dialogue about how we can move forward together. In Harrisburg, we’ve taken steps to support families by expanding child tax credits and creating incentives for businesses to invest in on-site childcare for their employees. These are important advances—but we know there is still much work to be done. Bill to Increase Firefighters in PA Receives Senate SupportPennsylvania relies on volunteer firefighters, but their numbers are dropping – from 300,000 in the 1970s to fewer than 38,000 today. To help ensure there are enough firefighters to respond to a crisis, the Senate passed a bill that would reform the process for people earning their firefighter certification. Senate Bill 90 would maintain the high standards to become a firefighter while making it less intimidating for men and women who are interested in serving their communities as volunteer firefighters. Currently, firefighter applicants must complete four training modules totaling 188 hours. They then must pass a cumulative test covering all four modules. The bill would allow them to be tested following each of the four modules. Senate Bill 90 heads to the House of Representatives for further consideration. Enjoy a Great American Getaway in PATourism is an important part of Pennsylvania’s economy. In 2022, the most recent year with available data, we welcomed more than 192 million travelers and benefited from $45 billion in visitor spending. The commonwealth has a lot to offer, even to people who call it home. Find some great ideas for vacations and day trips here. Honesdale Honors Memorial Day with Heartfelt TributeThis Memorial Day, the streets of Honesdale were filled with pride and remembrance as the community came together to honor the heroes who gave their lives for our freedom. I was grateful to attend the parade and offer remarks at the service that followed. Thank you to Commander Dale Pepper and the VFW Honesdale team for organizing such a meaningful tribute to our fallen servicemembers. Celebrating a Sweet New Addition to StroudsburgI had the pleasure of stopping by the grand opening of That Froyo Spot, a fantastic new eatery located at 361 Charles Way in Stroudsburg. The frozen yogurt was absolutely delicious, and the business is run by a truly kind and dedicated couple. They launched their venture with support from our local Small Business Development Center (SBDC), a valuable, state-funded resource that offers free counseling and support to entrepreneurs. The SBDC plays a key role in helping small businesses grow and succeed across Pennsylvania. Please join me in welcoming That Froyo Spot to the community and wishing them great success in this exciting new chapter.
