Senator Rosemary M. Brown was elected to the Senate of Pennsylvania in November of 2022 after serving in the Pennsylvania House of Representatives for six terms. Brown represents the 40th Senatorial District, which includes Lackawanna, Monroe, and Wayne Counties.
Brown is known as an accessible, hard-working, and common-sense problem-solver. She has successfully passed several laws – all with bipartisan support – throughout her service in the legislature. She initiated laws to address the excessive prescription of opioids, expand financial literacy in schools, establish protections for residents in private communities, establish free tick testing for Pennsylvanians, and more. In 2023 alone, her first year as Senator, Brown successfully advocated and brought over $27 million in grants back to her district. Currently, she has prime sponsored and initiated 25 legislative proposals, including property tax relief for seniors, roadway safety, increased access to Automated External Defibrillators (AEDs), and others. Brown founded and co-chairs the Senate’s first Mental Health Caucus, tasked with researching the issues surrounding the mental health crisis and establishing policy to address the concerns.
Additionally, Brown has been appointed majority chair of the Senate’s Local Government committee. She has also been appointed to the Governor’s Commission on Women, The Gino Merli Veterans Advisory Council, and the Local Government Commission.
Other committee assignments include the Appropriations, Judiciary, Labor and Industry, Transportation, Urban Affairs and Housing, and Community, Economic and Recreational Development committees.
A longtime Pocono resident, Brown is a graduate of East Stroudsburg High School and earned a bachelor’s degree in communications from the University of Scranton.
Prior to public service, she worked in the private sector. Her business career began in an executive management training program with Macy’s. Brown then continued working as an executive sales manager and assistant buyer with Macy’s. She was recruited to manage the shoe division of the Saks Fifth Avenue flagship store in Manhattan and then returned to Pennsylvania as a Divisional Manager for Bon Ton. She transferred her business skills into the field of pharmaceutical sales in primary care, hospital, and specialty sales.
Brown is a member of St. John’s Parish in East Stroudsburg. She has been happily married to her high school sweetheart, Joe, for 29 years. Together, they have three children: Kennedy, Carter, and Reagan.
