Brown, Carroll Speak on the Full Enforcement of Paul Miller’s Law

It has now been one full week since Pennsylvania’s Paul Miller’s Law became fully enforceable, marking an important milestone in our ongoing efforts to reduce distracted driving and save lives on our roadways.

To recognize the start of full enforcement, I joined Pennsylvania Secretary of Transportation Mike Carroll and Paul’s mother, Eileen Miller, along Route 33 to highlight the importance of the law and encourage drivers to put their phones down.

Named in honor of Paul Miller Jr., who was tragically killed by a distracted driver in 2010, the law is the result of years of advocacy by Eileen Miller and her family. Following Paul’s death, Eileen dedicated herself to preventing other families from experiencing the same loss and became one of Pennsylvania’s strongest advocates for safer roads.

As the prime sponsor of Paul Miller’s Law, I was honored to work alongside Eileen and the Miller family to advance this legislation through the General Assembly. Over the past year, law enforcement focused on educating drivers through warnings. Now, violations of the hands-free law may result in fines and penalties.

The law prohibits drivers from using handheld mobile devices while operating a vehicle, including while stopped at a red light or in traffic. Hands-free technology remains permitted, and exceptions exist for emergency situations.

This law is not about writing tickets – it is about changing behaviors and protecting lives. One week into full enforcement, I encourage all Pennsylvanians to make safe driving a habit by putting their phones away and keeping their attention where it belongs: on the road.

Brown Approves Bills to Make Housing More Attainable Across PA

Last week, I was proud to vote in favor of three housing reform bills that passed the Pennsylvania Senate and are designed to help address our Commonwealth’s growing housing shortage.

Across Pennsylvania, families are facing rising housing costs and limited housing availability. Senate Bill 1279, Senate Bill 1236 and Senate Bill 1281 takes a commonsense approach to expanding housing opportunities by reducing unnecessary regulatory barriers, improving permitting efficiency, and preserving local control over development decisions.

The legislation includes measures to streamline the permitting process, reduce burdens on small-scale home construction projects, and provide local governments with tools to accelerate housing approvals while maintaining flexibility to meet the unique needs of their communities.

By cutting red tape and encouraging responsible growth, these reforms will help create more pathways to homeownership and increase housing options for Pennsylvania residents.

The bills have now advanced to the House of Representatives for consideration.

Brown’s 2026 Senior Expo: July 21st

I will be hosting my Senior Expo on Tuesday, July 21st from 9 a.m. to 1 p.m. at the Pocono Mountain Swiftwater Elementary Center.

This event is a fantastic opportunity for our seniors to access valuable information, enjoy some great food and win some exciting prizes. There truly is something for everyone!

The event will give residents the opportunity to learn about resources and programs provided by state government, and local nonprofit and community groups in the area. It will offer a variety of prize drawings provided by vendors, health screenings, entertainment and more.

Entries Accepted for PA Agriculture Photo Contest

Pennsylvania residents have until June 30 to submit entries in the 2026 Pennsylvania Agriculture Photo Contest.

Submit up to four original photos highlighting the people, places, traditions and beauty of agriculture across our region or the commonwealth. Winning photos will be displayed in the Pennsylvania Capitol Complex during the first weeks of September.

Congratulations to Newest Eagle Scout Alexsander Tsyganov Lamberton

Congratulations to the newest Eagle Scout, Alexsander Tsyganov Lamberton of Troop 84! Alexsander created a beautiful prayer garden for his Eagle Project for the Twin Pines Camp, Conference, and Retreat Center in Stroudsburg.

It was my pleasure to attend his Eagle Scout Court of Honor earlier this week and present a Citation from the Senate of Pennsylvania for this momentous achievement. Congratulations again Alexsander, and best of luck in your bright future!

Veterans Assistance Appointments Available

Sen. Rosemary Brown’s “Veterans Assistance at the Monroe County Office.” The flyer shares that appointments are available on “The Second Tuesday of Each Month from 10AM to 2PM at 2398 Route 611, Scotrun, PA 18355.” It states various offered services and to call 570-620-4326 to sign up. It includes an official emblem and a portrait of Senator Brown.

My offices offer Veteran Assistance appointments with Brian Stolarski of the American Legion Department of Pennsylvania to offer assistance to veterans of the 40th Senatorial District at both my Scotrun and Jefferson Township offices.

The Pennsylvania American Legion will be on site to assist veterans with issues including:

  • COMPENSATION AND PENSION CLAIMS
  • EDUCATION BENEFITS
  • ENROLLMENT IN THE VA HEALTH SYSTEM
  • BURIAL AND SURVIVOR BENEFITS
  • STATE BENEFITS
