Senate Mental Health Caucus: Mental Health Matters

Mental health funding has been a priority of discussion the Senate Mental Health Caucus and we have advocated for increased funding to meet demand.  While there is still much to do, this mental health funding overview shows that there has been a continued effort on the part of the Legislature to fulfill the needs of our most vulnerable citizens.  It is important to note that Mental Health Services and related programs are in the top 15 of the largest General Fund Appropriations, and the top 15 comprises 75% of the Total General Fund Spending.  Current funding includes the following:

  • School-Based Mental Health and SCHOOL SAFETY- $121 Million
  • Medical Assistance – Capitation – $23.6 Billion in Total Funds ( $3.8 billion in State funds) to support managed care for physical and behavioral health.
  • Mental Health Services – $1.4 Billion in Total Funds ($1.0 billion in State funds) provides funding for complement, operating expenses and fixed assets for State Hospitals as well as community mental health services.
  • 988 Suicide & Crisis Lifeline-Support for crisis stabilization centers and lifeline operations.
  • Federal Grants- $193 Million in Federal Funding for rural health access, including mental health.

As we all know, the most effective way to treat mental health is in the early stages.  This funding, and future funding is essential to provide Mental Health and Behavioral Health providers, School Districts and Counties across Pennsylvania with the tools to treat mental health issues before they escalate into larger problems that can impact overall public safety in our communities.
