Brown: Bill Establishing Animal Abuser Registry Passes Senate

HARRISBURG — Legislation establishing a statewide animal abuser registry to help prevent convicted abusers from obtaining more animals was approved by the Senate today, according to Senate Animal Protection Caucus co-chair Sen. Rosemary Brown (R-40), who supported the measure.

Senate Bill 1311, known as Aimee’s Law, would require the Pennsylvania State Police to maintain a publicly accessible registry of individuals convicted of serious animal abuse offenses, similar to the Megan’s Law sex offender registry. The registry would include a photograph and identifying information to ensure individuals can be accurately identified. The bill is sponsored by Sen. Dan Laughlin (R-49) and co-sponsored by Brown.

“We have a responsibility to take acts of animal cruelty seriously and ensure our laws provide appropriate tools to protect animals,” Brown said. “I have been made aware of terrible cases of animal cruelty throughout my district, and these offenses demand accountability.”

The legislation is named after a six-month-old husky found abandoned in a crate beneath a bridge in Erie during subzero temperatures. She was severely underweight, covered in filth and suffering from frostbite on all four paws. Despite the rescuers’ efforts to save her, Aimee did not survive.

Animal cruelty can also have broader implications for public safety. Research has identified a connection between animal abuse and violence against people, with studies indicating that individuals who abuse animals are five times more likely to commit violent crimes against humans than non-abusers.

Brown also recognized the animal shelters and rescue organizations working throughout the 40th Senatorial District, including Animal Welfare Society of Monroe and Camp Papillon.

“Our shelters and rescue organizations see the consequences of neglect and cruelty firsthand,” Brown said. “Their work is not easy, but every day they are protecting animals while providing appropriate care and helping them find safe and loving homes.”

The bill now moves to the House of Representatives for consideration.
